Google does this to save space on your phone and to ensure you're not using an outdated map. However, it's easy to update your offline maps if you want to be able to access them indefinitely. To start, tap the hamburger icon in the top-left corner of Google Maps, then choose 'Offline maps' (Android) or 'Offline areas' (iPhone). From here, select the downloaded map area, then press 'Update' on the following screen. Once you've done that, you'll have offline access to this map area for another month. When I go to the menu in Google Maps and select Make Available Offline, I get the usual square overlay to select the area, and then it turns red and says 'Offline maps is not available in selected area'. I found that I was able to remove the version of google maps I had installed (which was 6.11.1) and downloaded and installed an older version (6.6.0) from which allowed me to pre-cache the area I was previously not allowed to.
